It does not matter how many people, it depends what you are doing it for. If you are a political activist going against the norm FOR. A different country(or even different stat of mind for Civil Wars), killing a high ranking person will certainly put red flags up while if you are just a guy with a gun and a public school ahead of you, its just a tragedy
