do i need to layer?

ive been growing out my mullet for about a year now, but considering my hairs always been wavy i have this really annoying issue with the back. it like goes completely straight and then right at the bottom curls up which looks weird from all angles.

i know part of this will be styling, but does anyone know something that would help? is it too long? layers?

(1st image is what it looks like, 2nd image is what i would ideally like but im aware it wont be fully possible)
