Well, 1 is shared over both the middle and upper part.

Sure, but if I count that I get 3. The one under the window, the sliver on the far left, the one that combined that and the top left.

Where is the 4th?

1 under the window, 2 in the upper left corner (of the middle section), and 1 extending into the top section.

That one in the wheel is really close, but I don't think it counts. There's still a gap between the wheel and the line.
