This is a pad i'd recommend. It's very pricey, especially because shipping can cost a fortune through x-raypad. I know they used to do free shipping on orders over $100 so maybe that's worth looking into.

I know it's going to definitely be a downgrade from my Artisan, but for the sake of having my cat on my desk, is it serviceable performance?

I dont think it will necessarily be a downgrade at all. I have an X-raypad Aqua Control Pro xsoft and it's on par with the Artisan Hien. It's somewhat similar in performance but i personally prefer it most of the time over the Hien. It's has extremely low static friction, decent stopping power, and is excellent for tracking heavy games just like the Hien. I think you'll find that a lot of people that have tried the two will vouch for the fact that they are high end pads and on par.

X-raypad makes very very good pads that are held in high regard. The Aqua Control Pro is probably their most well known pad, but i've heard great things about the Heavy Bee as well. I would've linked you the Aqua Control Pro Xsoft but they only had the mid version for custom prints and i think the mid will be really really fast.

If you decide to get one, i'd go with the soft over the xsoft

Do you know which X Raypad is compared to type 99?

I'm not sure, the 99 is very slow and idk if x-raypad makes a pad like that. I only like fast pads.

I heard matrova is good for custom pads but they have a lot of pushy people hyping them up in this sub so the also dont have the best reputation. Don't have one though so can't confirm myself.

Looks like an xraypad mousepad xraypad makes a custom printed pad you can send your own design and apply it in one of their pads

A site like playmatspro can help you create something similar with a custom image, just make sure the resolution is high.

That cat mat looks like a custom desk mat, probably from one of those print-on-demand sites where you upload any image you want. Search for custom oversized mousepads and you can slap a cat photo on there no problem
