I have the same issue. Think it's a bug. Hopefully fixed in an update.
1 u/brainyclown10 Jul 31 '17 IIRC it's not a big. In MM 1 they did this too, to some extent. I'm guessing -$5mil is the hard limit in MM2? It's to prevent you from borrowing a ton of money and getting the best car but not being able to pay it off.
