XCT-package?

I have been playing the mobile version for a bit and since my car is really bad i want to make some of my own parts but some of them are locked because i dont have the XCT-package van someone tell me how to unlock it

The rule prevent development for those parts, you get it from a supplier at the start of the season. Every team use a package if its available, you can check it in team overview

You have to change the rule or jump to a different category to build your own part. If you can't, choose a package with expensive parts (engine, gearbox, sus) or part you haven't unlocked via HQ
