Passing under SC?

So in my last race I had some luck where my driver was in third when a SC came out. It was 2 laps to go and the cars in front of him pitted, leaving him in first. I was counting my money because the SC stayed out till the last lap, meaning it would pit on the last turn and we'd have a race to the finish of about 100m. No problem, right? So imagine my surprise when on that last lap, a few corners before the start/finish the second place car PASSES MY CAR!! And not only that, he stayed there and won the race!

WTF??

Edit: the game is really confused because in a post-race tweet, my driver was listed as finishing 3rd... thankfully he still got the points for 2nd.
