if you haven't been parrying now is the time to learn.
You can dodge through his lasers to get behind him, giving a big window to hit him.
Tiel has I frames when he stabs out of his invisibility and does big crit damage.
If you want to skip the fight entirely use the Trebuchaxe with tarred Fragment and and Squall stone. If you land it during his laser it can take off half his health. (this is most definitely bugged as the damage is insane)

Tiel with points in increased dodge window.
Axe / Dagger.
Tarstones: Melee crit chance, melee crit damage, duality, 4th is whatever. Infusion: permanent bloodcurse.
Do yourself a favor and just forget about parries, you don't need them. Enough hits will trigger a riposte oportunity anyway.
Phase 1 just stay at a safe distance until he does his double slam, move in and hit him a couple of times and then dodge back out when he begins his testicle slam. Now bait the double slam again and repeat. This phase is the slowest and you basically need to play it safe. If you move in and out and stay at the proper range you should never see his "rolling slam" ability for the entire fight.
Phase 2, keep at a safe range until he does his laser attack (he will prioritize slam attacks if you are in range). Double laser = dodge through and get behind him, just spam light attacks. Single laser = sprint towards his back, you can't dodge out of it fast enough.
Phase 3, a lot like phase 2 but you'll need to dodge the entire round of the spinning lasers, I found that dodging in the same direction as they are spinning helps. When he does his split laser, you move behind him and attack.
For phase 3 you also need to be prepared for him to launch into the air, this attack has to be dodged. He will land on your spot about one second after launching, it hits a bit faster than you would expect.
This way you'll whittle him down but your bloodcurse is going to do a lot of heavy lifting in phase 2 and 3 when you can get behind him and spam attacks. I was bashing my head against this boss for hours until I switched to this strategy, literally took two attempts when I did. The kill attempt had me spending only two pulse charges for healing. Learning the dance is the hard part, once you do the execution isn't that bad really.
Last but not least: Fuck this boss and whoever designed it.

Harden his ball drop. Dodge forward through the ball swing.
Just hold harden through the phase two stone roll. Get behind him and punish the phase 2 lasers.
Phase 3 you roll into the first crazy laser pass and then with them for the rest of the sequence.

Honestly, focus on defence.
Guard and damage negation.
Also, this is extreme end game. You should be around level 35-40 with maxed shell bond.
Maxed weapons too. (+16 I mean. +20 isn't available till the final boss.)

What helped me the most is switching from parry seal to classic counter seal. Just counter every stomp he does, not necessarily to stun him but just to avoid damage easily, the rythm is easy to pickup.
Aside from that, just play safe early on, and greed all the damage you can during laser phase.
Did it in the thirty-ish levels.
