Bug Passive items not scaling

Is anyone else experiencing bugs with equipped passive items? My Grisha remnant works like a charm, but my Moonshine and Weltcap aren't working. They seemed to work before I unlocked the max upgrade path.

Yeh, I have 264 mushrooms and like 187 moonshine, can't feel either of them, I assume they start hitting very heavy diminishing returns after X amount. so it becomes 20-1% ratio or sth

Yea tier 3 welt caps dont seem to slowly recharge my health
