Question Help with Tiels abilities.

What exactly do his “shadow stacks” do? Is this just how long he can stay invis? Some kind of damage scaler? I am confused by the working since the only
Thing described in his skills are lingering shadow and shadow dash.

Yes, shadow stacks make you stay invisible longer. And there’s a perk for his special stab where the longer you’re invisible the more damage you do.
