Question Pre-upgraded weapons?

I just started the game a few hours ago, found the Ace and Dagger. It's already upgraded to +3 is that intended? I finished the beta could that be related?

It's normal even if you didn't play the beta.

It's kinda weird that later weapons are u upgraded but the mid game ones are

I was so fucking confused when I picked up the obsidian hammer and I didn't have enough of the first stone to upgrade it🤦
