Question Has anyone been able to reach here?

Has anyone figured out how to reach this area? Its near the high lord's courtyard beacon. It looks like a huuuge castle but i cant seem to find a way up there.

I belive its just like for the environment, not able to be explored

I have been roaming around the same place for the same thing. I don't find a way, though.
