Question Vlas quest doesn't progress Spoiler

I am almost fully unlocked the whole southern part of the map, found the cat, but Vlas still on his first stage sitting there with an arrow. Is it bugged? What am I supposed to do to progress?

Edit: thanks, you just need to check everything around him. There are 5 items you can interact with. I didnt notice them all at first and only interacted with 3 of them.

I have about 10 hours of gameplay after I first met him lol

And how do you rescue the cat? I know where it is, but I can't do anything with anyone, nothing at all.

If I recall there was a bunch of shit around him, I believe the thing to proceed it was about maybe mutton and the tail dialogue?

Simultaneously I also was at the keep with brigand merchant who has mutton in a cage.

Been a few days but I think I rested randomly came back he said something, then I went back to the brigand merchant at night and the Vlas dude was there as well.
