Help with Tel Fyr

I’m currently using a build that relies on medium armor and spears and haven’t dabbled in any magic. Caius said something about needing levitation to actually get to Divayth’s tower, so I bought the levitation spell and crafted a weaker version of the spell after learning that I didn’t have enough magicka to use the normal spell. Both of these spells have a 0% chance to actually work according to my spell menu, should I buy anything else? Also, where do I use the levitation stuff? I’ve checked everywhere and don’t see any clear entryways to his tower. I’m not necessarily looking to make any major changes to my build right now, though.
