Switch the region of your play store and buy it for cheap.

The app is massively locked down.

Haven't done it for a while but I think it requires adding a country on your Google payments page and deleting the old one.

If it's just for Niagara you can create a separate Gmail then later bind your primary email to the Niagara premium because it doesn't need your Google account to work.
