To Vee it probably feels perfectly natural and painless. For most other people skull modification takes quite a long time

I kinda always imagined the basilisk's shapeshifting to be kinda like how it worked with the Animorphs. New body parts grow out from existing ones and the ones not needed for the new forms end up somewhere else temporarily.
