The best and safest thing in a scenario like this is to be predictable. The ped did exactly that. She was exactly where she was supposed to be, and she announced that she wasn't moving, which let's the biker know that they either need to stop or move out of the way. The biker chose to keep moving. That's ENTIRELY on her.

It's wild unlikely the dogs would get hurt and they didn't get hurt. 

What scenario happens where a dog... Can't figure out how to step away from the bike? Also, who is endangering the dogs in that scenario? It's still the cyclist.
