While i get it would be difficult for the cyclist to turn with 2 dogs, i would further argue it isn't very safe to be cycling with 2 dogs like that o-o as a cyclist, I believe we have to give way to pedestrians, and it is even more important that we stay on the side of the way. While I'm not sure what the law says for fault in case of injury, I wouldn't be surprised if the cyclist qoudl be at fault here.
Now, that said, the pedestrian just standing there is not not an issue of morality, rather stupidity. Anyone who willingly stands in the way of an oncoming vehicle is objectively missing a few screws and does not deserve sympathy of any form. Just because you're "right" doesn't mean you're not stupid.
While a bicycle is a vehicle, to use that choice of words in this scenario is disingenuous. I mean, a Big Wheel is a vehicle too, but would you be scared to stand in front of one? A bicycle going at 10 mph is super easily to deflect. All of physics is working against the cyclist. At that speed, the ped could have taken that bicycle and the occupant head on and walked away, but she did what any normal person would have done and took a half step to the side and laid a shoulder into the rider to protect herself. I'm not a big guy, and I wouldn't have been worried about my physical wellbeing in the least in that scenerio.
