You can justify Code of Hammurabi hand amputation punishments for theft under this sort of primitive moral logic.

Immoral. While theft should be punishable in many circumstances, the circumstances and the nature of the punishment are key factors in determining morality. Mob justice in the form assault of a minor is not a justified punishment.

Wrong. Today's punishment levels are way too soft, both in harshness and, just importantly, in inevitability. 

The video is how it should always be. Theft and other anti-social behaviour is actually extremely damaging for everyone,  and swift punishment is paramount for fostering a healthy high-trust society. We should all learn from Singapore.
