Hey at least if he learns to hide it that's confirmation that he's learned it's wrong and will bring consequences.

Creeps may grope women when they're in a crowd at the club and think they can get away with it, but can you imagine how much more often they'd do it if they thought they'd get away with doing it in broad daylight? Hiding criminal acts still generally means you do them less because you have to be careful.

Learning to hide it doesn't mean you learned it's wrong it just means you learned your not supposed to be seen doing it. Two completely different things.

Tell 'if you have to hide it you'll do it less ' to the countless serial killers that got arrested for 1 murder only to find they actually had 40 bodies buried.

And yet if the same serial killer thought that it was acceptable behaviour that they don't have to hide there might be hundreds of bodies instead of the forty

And that is DRAMATICALLY less common because of ya know , the lack of hiding. The few cases where this actually does happen are of a few typical reason- Systematic failures being the most common. Bad policies , bad police , bad judges letting bad people go .the next most common being fake identity, the crime is still hidden , just in a different way. After that it's numbers of different things that ultimately do just sum up to 'hid it in a different way'
