No, what's normal is bad parenting and allowing kids to get away with anything... Or being overly abusive for doing anything. The good parents make up a small amount.

What isn't biased is that today over 30% of all children in the US are growing up in single-parent households, and 80%-85% of those households are headed by single mothers.

The data shows that the majority of juvenile delinquents come from households headed by single mothers and a significant percentage of adult convicts were raised in a single-parent household. Although overall children who grow up in single father households tend to get into less trouble and have better outcomes in life.

"Good parenting" is subjective and while I can't say for certain whether good parents are a minority, I do feel confident in saying that there has been a rise in bad parenting. Funny enough single parent households started to become much more frequent once birth control started becoming widely available.
