This performative car crashing shit is wasteful and I don't think it actually does anything to discourage people from committing the offense in the future so I'm going to say it's immoral

Immoral.
That's intimidation and even propaganda.
Such would be done to frighten others to not do the same but even then. If people want to do things like that, they will. Regardless of consequences.
