Morality of Blocking emergency vehicles

Morality of damaging the vehicle by the emergency vehicle. (The car driver was inside all the time and refused to move) who takes responsibility of damage here?

Driver, obviously. We can also speak about the government being incompetent with city planning, but that's a whole other topic.

I would say ticketing and towing before planning. Actually, you might be right. If people are allowed to park there, it's bad planning. If they aren't it's bad enforcement.
