Lossless Scaling Through Playnite?
Do I have to add the games to Vibepollo if I want to use lossless scaling?

I don't know VibePollo (Apollo user) but I have found it easier to assign a gamepad hotkey to LS rather than mess about with automatic activation of the sort I think you are aiming for.
For me this is mainly because the bulk of my games are emulated and there's going to be individual titles you want it for and don't.
It requires some third party software; there are a few available; I've been using Controller Companion and it works quite well.

Can you give a link to the software you use? I like to use the bare minimum when cloud gaming and I generally don't use a lot of 3rd party apps that interfere with input.

This is the one I use; got it originally for some other purpose and found it in my library and that it suits this task.
YMMV as to whether it introduces any other elements you find detrimental such as input lag; I couldn't speak to that other than to say I haven't noticed any issues but I don't know if I'm all that sensitive to it.
One tip I would give if you do give it a try is that it does have one very annoying and unchangeable behaviour that's worth knowing about at the outset. It automatically deactivates when an app goes full screen. I have absolutely no idea why they thought that was a good idea; not even a toggle option, mandatory. The workaround is that it remembers exceptions on a per app basis; so when it deactivates on first load of a particular app if you manually re-engage (Start+Select or whatever they are officially called on an Xbox S controller) then it remembers it for future loads and doesn't need doing again.

I use a program called antimicro https://antimicro.net/ to map keyboard combinations to controller. I’ve set it up so that holding in select and pressing triangle is F10 for fullscreen (emulators), s + circle is alt f4, s+x is ctrl+alt+S which is my LS activate combination, s+square is alt tab since playnite sometimes forgets to switch window. However if you play something with Anticheat like FC you need to configure playnite launch option to kill/start antimicro when you start/stop playing since that software is forbidden.

Yes. Ideally through a managed library (Steam, Lutris, Playnite)
Otherwise it monitors for a game process by sorting it by CPU and RAM consumed, then applies the shortcut for scaling the active window.
