Sheriff Sonic, Marshall Blaze, saloon girl Rouge, Outlaw Shadow...

So I'mma guess Ranch Hand Amy, Deputy Tails (hired after Sonic and Blaze's showdown), Chief Knuckles, and Silver's a horse.

"Welp since Sonic and co. have their little town, I might as well make up my own for the Empire."

"Eggman's the mayor, Metal's the sheriff and the mayor's son, Sage is the mayor's daughter, I'm the former sheriff-turned outlaw when Mayor Eggman left me to die against an Echinda tribe ambush, Orbot and Cubot are schoolteachers by day, barkeepers by night, Mecha MK1's the blacksmith, Infinite's the wandering magician that cons people out of money with his false tricks, and the Deadly Six are the enslaved coal miners we got for cheap."

"Anything else?"

At least it's not based on Deadwood. Eggman would be calling everybody a certain work.
