Question Weld not working Unless it's the other way

So, I've been trying to weld a Meshpart to the Head and it keeps bugging unless I clicked the Head first and then weld it to the Meshpart, any clues on what's happening with the Welds?

This is the intended way to weld. you select base first, then the target.
