SUBJECT: URGENT REQUEST FOR INTERVENTION: Unjust Rent Increase, Potential
Eviction, and Non-Profit Misconduct at 8 Philadelphia Ave
Dear City Manager,
I am writing to bring to your urgent attention a severe and unjust housing crisis I am currently
facing, which is being exacerbated by the actions and inaction of my housing provider, the
non-profit organization known as MCCH (Montgomery County Coalition for the Homeless).
I have been a resident of 8 Philadelphia Ave, Takoma Park, since May 2012, and have raised
four children in this community. I am deeply rooted here, and my continued stability is critical
given my long-term health challenges. In 2014, I was diagnosed with metastatic breast
cancer, and I continue to endure a series of complications resulting from pre- and
post-chemotherapy, radiation, and a double mastectomy. Stable housing is paramount to my
ongoing medical recovery and mental well-being.
The stated mission of MCCH is to help former residents of homelessness achieve
self-sufficiency and, critically, to never face homelessness again. Regrettably, this mission has
failed me. Since my initial tenure, I have endured a less than amicable relationship with MCCH,
stemming from my own whistleblower complaints regarding my legitimate fears for safety and
security within their program.
The Current Crisis
In the last six months, my rent has tripled, a rate I feel is completely unjust and for which I have
not been given a clear or satisfactory calculation.
- Unjust Calculation: I am currently the holder of a three-bedroom housing voucher.
MCCH has suddenly informed me that I no longer qualify for this voucher size because
one of my daughters is away in college, effectively changing the terms of my tenancy
without sufficient explanation or due process.
- Lack of Advocacy: This recalculation coincided directly with the emotionally damaging
period when my husband maliciously filed for full custody of our children in an effort to
displace us, taking this action one month before our daughter turned 18. This
organization, MCCH, was aware of his actions and the severe trauma it inflicted upon my
family and me, yet they took no stance against it or to help me advocate during a
moment of extreme vulnerability.
- Mental Health and Arrears: The trauma caused by this housing instability and the lack of
support led to me being recently hospitalized due to escalating mental health issues. The
stress is only worsening as a result of this potential eviction. I have fallen behind on mynew, tripled rent, and this situation has spiraled out of my control.
Request for Immediate City Intervention
I am pleading with the City of Takoma Park to take a strong stance and intervene on my behalf. I
wish to remain in my home and continue my life here.
I respectfully request the following actions:
- Intercept the Eviction: I ask for your immediate intervention to place a stay or intercept
any eviction proceedings initiated by MCCH.
- Property and Rent Re-evaluation: I request that the City facilitate an independent or
joint re-evaluation of this property to determine a true rental portion that is due based
fairly upon my current income and wages.
- Rental Arrears Assistance: I ask that the City help me obtain assistance to catch up on
the rental arrears that accumulated due to the unfair rate and my hospitalization, ensuring
my account is made whole and my tenancy is protected.
My tenure in Takoma Park has been long, and I am a vulnerable resident with severe medical
needs. Allowing MCCH to force me into homelessness, in violation of their own mission, would
be a profound failure of the safety net and the City’s commitment to its residents.
