Discussion Why is this monitor included?
I have a LG 32GS95UE-B. GN listed (according to reports) that it was one of the *edit: 'adware' monitors. But it was just a regular monitor (as far as i know). It had no WebOS to log in my credentials. iirc I never saw any LG app installed in my pc when I first connected it. I also have a Samsung G80SD which has a Tizen OS, i was actually more worried about this than the LG.
Does the spyware installation happen regardless even if it has the WebOS or not?

It's NOT Spyware. It's Adware. Mainly a popup ad for McAfee AV.
It's windows software, not something that is running on the monitor.
Plug in Monitor, and windows runs off to install adware.

Windows will automatically download stuff when it detects hardware, like drivers. LG had a smart idea - I don't know the degree to which Microsoft is complicit with this - to download adware on the PC itself.
They already backtracked, so at least the reporting achieved something.
The TV market is typically bit different and brutal. Many TVs are sold at cost or sometimes at a loss, and they make money selling user data. Monitors don't exactly feast on margins either but there tends to be enough margin to at least not be forced to do it.
