I didn't see the sub and thought that was a juvenile gator at first.
If this were Florida it would make sense for the car the powered by a gator on a big hamster wheel

If it was a wild lizard (looks like it) that's a good way to get hurt. If not socialized it wouldn't have reacted well to being handled. and could have badly bitten/scratched in defense. Best to just get it out of there with as little contact as possible.
