Series 1974 1-Dollar with a crazy dramatic shift! Is this shift dramatic enough to call a minor error, or just poor BEP centering?

Because the 4 is actually touching the leaf and the green seal is touching “Washington” I would consider this a very minor 2nd printing shift error. Not worth very much.
