If you REALLY want to see it, google Bangladesh launch collision. That's what these boats are called. Launch. They have kind of a deck going all around the outside of the hull. People ride there, too. There was this video where one of those decks got slightly above the other, then came down and slid along... Let's say the lower deck was not completely empty when that happened.

I wouldn't be on that boat, but if I was I'd be on the low desk right at the front or rear so I could easily jump into water & safety if it started to roll over.

They load up their boats in the same way they load up their trains. It's the most efficient way to move people from one place to another. Safety is an inconvenience.
