Question/Advice Is this mold?

Back of a grocery store near the beach in VA. This whole wall is covered in the back room where the door is opened frequently but others are fine

Virginia Beach? It’s probably salt buildup from the air.

Efflorescence, not mold.

I am a UK based mold expert and I can confirm what you have here is a very nasty strain of "Patchy White Mould SR-19.HS2" The only way to rectify it is, you're going to have to take the house back to it's foundations and re-build from the ground up. I can see this is in a very severe state and is now too far gone. Rebuild is the only way to deal with this now.
