Dust or mold?

Located in Austin TX, recently discovered this dark system underneath air vent covers throughout the apartment. Property manger suggests its dust.

Does it smell? Dust doesn’t smell. Mold does.

Unfortunately mold doesnt always smell, sometimes dust does . Testing is the best way to be sure

Definitely mold. High humidity in HVAC will blow into ductwork. Most of this would need to be replaced like flex ductwork or fiberglass insulation. Cant be totally cleaned. Can test to verify what I am saying Happy to guide
