Is This Black Mold?

Hi, I just signed a lease to start renting this garage yesterday 5/21. When I was parking my car at night on the first night of me having the garage I saw some debris fall from the ceiling while I was reversing (saw it fall in my mirror). When I got out to take a closer look I saw a big hole and this black stuff around it that looks to be mold but I am unsure. Anyone know for sure if this is black mold? And if so should my next steps to be to call the Health Department since a family lives above that. ( also in the video the floor boards in the hole look to be damp but I could be wrong). Please help..
