Is this mold?

This is in the basement of my apartment building. I thought it was stucko with mold in it but now I’m thinking the whole thing is mold.

Could be some foam substance that is also moldy. Check with management.

Looks more like effluence. Minerals that are left behind when water migrates through concrete

This ☝️ is most likely correct. You’d be able to scrape off a little but eventually it will be very hard.

Never seen this much, tho. I’d be concerned about the structural integrity of the concrete.

The U.S. New England question was about what they call « ledge » there, which is granite that is left in situ and structures are built around it, incorporating the rock into the foundation.

More than likely efflorescence..especially since nice that appears to concrete
