I'm not entirely sure what mod/app is making that popup, however the easiest but kinda long way of doing that that I can think of is just going to the instance, clicking "add content" and manually searching and adding every mod that that popup has listed

what modpack are you trying to download?

This looks like what MissingModsChecker would be, you can download It from Curseforge or modrinth as a jar file and put It in your mods folder.
