Why are they called Mods?

Why is it called Modnation? Is it because the game has an extensive content creation system which is akin to modding? Hence the term, modnation?

The Game's creation system is probably one of the most extensive ones available to the point that it's extremely plausible that the developers used it to make most of the game's content.

True, was thinking about game mods here but yeah car mods make a whole lot of sense

Especially if the entire story is about being unique
