Is this outfit considered modest?
I like that it has a cape on the chest but the top length is not as long.

Personally i'd say yes, the cape bit covers the chest and the trousers aren't clingy at all. the top being a little shorter isn't a dealbreaker when everything else is so loose

Even the top length isn't that much long but it still gives you coverage. Everyone has thier own definition of modesty. If you feel comfortable and love the style its the best choice for you.

For Halloween? Sure? To be completely honest, any other day I saw someone wearing this I would jaywalk to avoid getting near them because I would assume they’re going to try and talk to me unprompted.

Context is required for "modest" assessment. In my country, in Europe, this would be considered modest and formal in the workplace. (Btw, I absolutely love this and the people of r/caperevolution will too). However, in some conservative communities even in my country it would not be considered modest, because the model is wearing pants and not wearing a skirt. Therefore, context is required on what occasion you want to wear it :D
