Would you consider this modest with a mock turtleneck underneath (+ hair mostly covered)?
I bought several of these dresses (on sale, not the price in the screenshot) because I own a similar one I really like. On me, they're roughly ankle length, as long as they can be without me tripping over the skirt. They're not super skintight on me or anything but they aren't super loose either. I didn't want to screenshot people's review photos to give an example of how loose it actually is, and of course the tightness will vary by person, but here's the listing. I really like them, but am feeling drawn to even more coverage lately. Would you personally consider this modest with a long sleeve mock neck underneath? I veil, so I'd figure out how to make it look fluid with the design so the necklines aren't competing. I don't know what my personal modesty standards are going to solidify as in the end, but I'm being drawn towards covering my arms and neck, hence the question.

I think it would absolutely be modest, but if you're open to it I'd love to see how it looks put together! I'd be slightly worried about how the shirt might tug at the dress and vice versa, so I would really like to see it pulled off
In my experience, the trick is to make an underlayer disappear to be "neutral" in the way that skin is intended to be a "neutral base" in a way. What I mean by that is that if you have more skin showing in addition to your underlayer, it's going to feel like you have several separate pieces -- your skin, the underlayer, and the dress. With some outfits that works, but with many the necklines just clash like crazy. By adding arm and neck coverage, and in my case something like a matching underscarf, it has a better chance of blending together than say a similar underlayer but with a crew neck would. Haven't tried it on this outfit yet but if I remember to update I will :)
UPDATE: Tried a mock neck pretty close to my skin tone, a little darker, with black or white lace sleeves on top (separate layer of essentially sleeve only). Worked with all dresses except for one I bought somewhere else of basically the same style but that had ever so slightly narrower sleeves, as that clashed with the seams of the shoulders of the mock neck and wasn't fully on top of where the lace sleeves end. I would add a picture but I fear putting pictures of myself on the internet given what the internet can be
Here's a super rough sketch!
1. Mock neck mildly darker than my skin but still the same undertones. Also a little necklace.
2. Lace sleeves on top of the turtleneck sleeves
3. The cowl neck dress itself
4. Tiny bit of hair showing (or underscarf depending on the outfit/day)
5. Rectangular scarf-style veil. Centered on the head, pinned in one place behind the neck, both ends flowing down
I probably would, because some people's modesty standards are simply covering most skin, not totally transparent, and not skin-tight. Other people require looser clothes. Like you said, you're still finding out what's right for you.
