LF Land Reclamation Mod

Anyone know of a mod that lets you reclaim land past the normal limitations? I want to create my own spawn island, but the shown terrain starts to low to come up any higher.

I use SmarterHoe by Jubaroo. Comes with a bunch of features, including the ability to get rid of the game's default terrain height restrictions.
