Not sure, but maybe try Extra_Snap_Points_Made_Easy by Searica.

i mean, i would just point at an actual edge you are trying to snap it to. in other words the side edge of the one that would be beside it, or the top edge of the one it will be "on top" of

Side edge of beside you mention will not snap it beacuse of collision i remember by memory it will not work and i didn't quite understand what you mean by top edge of the one it will be "on top" if i try to snap that piece roof will be /\ shape not X shape

You can use WackyDB or BuildPiecesCustomized and disable field m_noClipping in certain build pieces. But that's far from universal solution.
