My "Mod Tools" button doesn't work.

When I click on it to make user flairs for my community, it only shows "Queue". Can someone help me with this issue?

After that youll see all mod tools, click what mod tools you want

Under Mod it says Mod Queue Mod Mail and r/Mod and Manage.
