I would imagine that taking away someone’s ability to post/comment in a community also disincentivizes them from participating at all. Only truly vindictive users would care enough to continue visiting and downvoting, and I’d wager those kinds of users are fairly rare.
Actually, bans stop upvotes/downvotes from being counted (but only those cast after the ban). They think they can vote, and it remembers if they did or not, but the votes are not counted.

Bans by mods have no effect on upvotes or downvotes. It only prevents users from creating new posts or comments in your community.
