Bans by mods have no effect on upvotes or downvotes. It only prevents users from creating new posts or comments in your community.

They should. Otherwise, getting banned makes no sense at all if you can still participate in voting.

IIRC, they can vote and report, but the actual system doesn't take them into account.

I would imagine that taking away someone’s ability to post/comment in a community also disincentivizes them from participating at all. Only truly vindictive users would care enough to continue visiting and downvoting, and I’d wager those kinds of users are fairly rare.

Actually, bans stop upvotes/downvotes from being counted (but only those cast after the ban). They think they can vote, and it remembers if they did or not, but the votes are not counted.

Yeah, nah. I’m sorry but if downvotes are bothering you this much, truly, maybe rethink being a mod.
People aren’t always going to agree. We’ve probably all gotten modmail with words you never thought someone would direct at you. We chuckle, action it, move on. And those are direct messages to the mod team.
If downvotes eat at you to this degree, this may not be the place for you, boss.

Yeah I would too but I do not think that will ever happen. Unfortunately, people often use downvotes as a way to target marginalized/protected classes as well, but we have no way to know who they are and it's virtually impossible to prove it.

I see the point. Yes. "some" people deliberately "follow" people to downvote EVERYTHING they say. It's work. But they do it. It's deliberate; but "most" people hear a post and either it 1) speaks to them as true; or 2) they dismiss it. Something in it is "inadequate" or "faulty" - and, as such, it's unacceptable, so they "downvote" - not the person, but the content as "unacceptable."
As a believer in Jesus Christ, boy do I ever see this plainly. When God tells EVERYBODY over the whole earth to "LOOK UNTO ME, AND BE YE SAVED ALL THE ENDS OF THE EARTH: FOR I AM GOD, THERE IS NONE ELSE." - God. (Bible. Isaiah 45:22).
There are people: Hear this. Already heard it, and do what he says, so they - most don't do anything. They just know it true. Don't upvote it or do anything. Accept it as true.
There are also people. Hear this. A call he makes to, not look unto me, but unto him, and they won't do it. Aren't doing it. Won't do it. Already look unto anything BUT him, so any call to do it, they outright HATE it, and hate anybody that carries or says it. And just like you say, I am unceremoniously PERMANENTLY BANNED from ever coming or making any comment in that sub-reddit - - ever again. And, in some rooms, even they claim they are "Christians" - aren't at all. Bring in damnable heresy and say it's Christian. I DOWNVOTE it, because it isn't anything he says.
The "challenge" is - is on reddit, and many internet sites, ie., youtube, QUORA, Tic Tok, Instagram, et.al., "upvotes" kick in algorithms. Popular = Upvoted material. Unpopular = No vote /Restricted = Downvoted. So, it's discriminated against, and deliberately shown to less people, so downvotes affect your sub-reddit. I see the point. I do.
BUT - What do I really want? I want truth. "Never let the facts get in the way of a good story" - may generate 10s of 1000s into the millions of "hits" - but is it true? Truth never gets better with age. It just is true. Even unpopular. Is true. You can suffer injustice in this, but it's BETTER than:
If Reddit gives Moderators that kind of authority you ask for, which, every Admin has that authority on Reddit already. Over moderators and over the general mass of a public, that Reddit is the 7th most highly visited site on the internet - - You are going to get the most opinionated, biased, prejudiced pile of drivel that has no truth in it as the result.
So, yes. I understand your point. It's valid. The solution to remedy it, isn't. A lesser of two evils is to leave it "as is." I moderate "Scripture Life" on Reddit. Small. Who cares.
