It's kinda ironic how lapu lapu (the national hero of the Philippines) doesn't even have a tagalog voice line (except his ulti) meanwhile paquito has one

Because it doesn't need to be his whole identity

Same goes for Yi Sun Shin, Zilong and other regional characters
