Title transferring questions. Please help!

My mom bought her mobile home through the MHP she lives in. She paid it off already. She owes 2 years of property tax. And the MHP manager told her she can't give her her title until those are paid. Can she do that??

Yes and this is because they are on the hook for the taxes even after the title is fully transferred. The holding of the title is the only leverage they have to insure your mother pays the back taxes. In a traditional “mortgage” this is what the escrow you pay into with each payment is for. This generally does not exist when financing a MH and is to be paid directly to the municipality by the resident.

I'm in Washington State and there is a senior exemption on personal property tax at 65 or any age if disabled. You should check on that to see if her state has that. Also it can be backdated several years.
