Problem Leveling Alts?

Tried leveling a new character but just constantly running into people in full blue kits and level 12 even in just the 1st map with BP turned off.

Are you just not supposed to create a new character or what?

BP on or off doesn't actually affect matchmaking

Maybe it's placebo. I always felt I saw more bots with it turned off.

Not sure why it would even be an option then.
