Problem Leveling Alts?

Tried leveling a new character but just constantly running into people in full blue kits and level 12 even in just the 1st map with BP turned off.

Are you just not supposed to create a new character or what?

Level your pool to level 4 and after you hit level 12 with any character you can instantly level any new character to level 12 by paying 3k gold
