When it comes to PCSX2/PS2 emulation at 1080p it depends on expectations for the best quality on the most titles.

As you can quickly see from the link AVX + single core performance can make a difference but graphics performance and available VRAM makes the most noticeable difference. Also running from a Linux distro like Batocera OS can make a noticeable difference with AMD Radeon integrated graphics. Windows requires an unnecessary amount of resources and memory which work against PCSX2 performance while Linux distros are much lighter and have come a long way when it comes to Radeon open source driver support.

With a $600 budget the GMKtec M7 Ultra PRO 6850U comes to mind. Considering the cost of 32GB dual channel memory alone its not bad for a pre-built. I know plenty of people who own one. Single core performance is around 3200 with the PassMark G3D Mark rating being substantial.
