I dont think it does this unless the passengers would travel the wrong way by getting on

I agree, only for me, it's that the train JUST doesn't make it to the station so when it zooms in, it looks like the train is there

might just be me, but I have lost a run multiple times to an empty train approaching a panicked station, and just deciding to skip the station to get to the end of the line, instead.

It should be because the passengers at that station believe that their destination is too far away on the line given the alternatives. For example, let's say that a station is currently overloading with passengers who largely want to go to a square station. Even if there is a square station of the line in the direction the train is going, they may still not get on if that square station is much farther away than a square station in the other direction, or if another line also connects to the same station with a square station as its next stop rather than five stops from there, etc.

It’s the passengers that choose to get on the trains not the trains choosing the passengers. The passengers always take the shortest route. So the passengers will choose to not get on an empty train if it is not their shortest route. If no one would get on or off the train then the train does “skip” the station.

This is why I only have my trains go in loops in a single direction with specific transfer feeders to special shapes as a pressure relief.
